OMG! I had so much fun making this Pinwheel card today. My very first one. It turned out quite well.

Basic White 4 pieces 7.4x10.5cm (2-3/4x 4-1/4”)
Penguin Playmates DSP 4 pieces 4.3 x9.9cm (1-1/2 x 4”)
Tower design you can use CardStock or DSP I used DSP so it will laid flatter
10.5 x11cm scored parallel to the shorter side 2.5cm, 5cm,7.5cm and 10cm (4-1/4x 4-1/2” scored 1”,2”,3”&4”)
